Carr examines the dynamics and intricacies that govern the relationships between people in group settings, especially the challenges that these relations experience when the size of the group increases like in the case of countries. The author focusses his research on the period of two decades before the start of the second world war. The author study establishes that it is not practical to use the same metrics used on individuals to measure larger cooperative entities like nation-states as this would result in inconclusive and significantly irregular outcomes. He identifies a paradox in the status of nations and states that though countries are the best mechanisms for internal peace ever created by man, they are also a sure recipe for regional conflicts due to competition and sovereignty. A further look at regional development shows how they create unique economic challenges due to the ethical and legal differences between nations that is further complicated by politics.

Political theory studies how people form laws and govern themselves to ensure the harmony of their society and the protection of citizens and their property. Politics is an important tool for influencing people especially when their numbers are significantly high like the case of a nation. Governance requires common rules and laws to ensure harmony and peace between the individual citizens and encourage development. Due to scarcity of natural and other resources, nations just like individuals, need to interact with each other in order to ensure their continuity and security. To enable this cooperation, nations have to create policies and regulatory frameworks to govern how they relate with other countries to enhance their national as well as regional and global standings. This has led the establishment financial and military treaties and pacts to ensure economic growth and protection of sovereignty.
