OAD 38663 HUMAN RESOURCES IN HEALTH CARE ORGANIZATIONS
Human resource managers play a major role in developing and executing the objectives and strategies of an organization. A human resource manager is responsible for planning, directing, coordinating the administrative function of an organization. According to Fallon and McConnell (2007) in healthcare organizations, the human resource manager usually reports to the organizations top executives. This is because the human resource (HR) department plays has the responsibility in recruiting the appropriate personal that ensure the achievement of the organizations’ objectives. Humans are one of the most important resources to a Healthcare organization as without them, the healthcare facility is useless.
As a manager, I came to realize just how important the relationship one has with their workforce is important. Over time, I learnt that the performance and effectiveness of my staff is directly dependant on me as a leader in the HR department. One has to ensure that employees are happy and content in order ensure the employees remain within the organization. Concerns brought up by the employees were treated with the seriousness and professionalism it deserved. Addressing their concerns means they remained appreciated.
Structuring a competitive employment benefits package ensured the employees were happy, loyal and remained motivated to work harder. I learnt that taking them as equals and not always subordinates improved our working relationships. This motivated the workers and helped me learn important social skills like effective communication that is useful both now and in the future. In order to ensure that productivity was not strained, necessary recruitment of qualified personnel took place. This ensures that medical staff was not overworked and therefore they were more productive and helpful to the patients.
OAD 36020 PLANNING & BUDGETING IN HEALTH CARE
Planning is the most important factor if an organization is to achieve its desired strategies and goals. It is seen as determining a future course of action that will be followed until the point of execution. Budgeting on the other hand, is planning on expenditures that will be incurred in the future. In healthcare, I have seen that planning and budgeting work hand in hand. Planning and budgeting aided me in the understanding of effectively allocating of resources. Which sector should receive what amount and why. According to Kaufman (2006), there are six principles that are important to the financial management of a healthcare organization.
These are, managing the capital cycle, creditworthiness, integrated strategic and financial planning, allocating, capital, strategic budgeting and structure management. These six concepts have been experienced sometimes simultaneously or at different intervals and times. Integrating strategic and financial planning helped me establish a relationship between the health centers priorities and the possible allocation of these funds and resources. This assisted me in learning the necessary phases that are practical in managing the health center. Some of these were how to analyze a plan, prioritize, test its feasibility and viability then finally implement it.
Each of the phases had key areas to be looked at. The analytical phase required that we conduct a study to see if was feasible to expand the hospital. Taking into account the communitiy’s population in comparison to the services that needed to be offered. For instance, strategic budgeting became evident when the economy experienced recession therefore we received limited finances inn our department. Strategic budgeting came to play as priorities were set and money was allocated following the necessity protocol. Once the key areas were identified funds and resources were used by those sectors as they had both urgency and importance.
In conclusion, these two structures have helped improve my knowledge and practical skills in management of healthcare institutions. Some were obtained through observations, others through study and experience. It is through this learning process that, improving oneself is possible.
